Foundations of Public Policy: Governance and Policy Process,Public Policy Planning,Implementation and Evaluation

This course will deal with the fundamentals of policymaking process within governments. The contents of the course will include introduction to stakeholders, their roles and potential impacts (government, private sector and communities); laws involved in policymaking process; political aspects; educational; and social aspects in policymaking. Public policy involves complex interactions of many elements:

translating ideas into workable programs; making decisions for program design and operation; communicating with both constituencies and affected decision-makers; overcoming the resistance of bureaucrats; and assessing and evaluating implementation results. In relation to that, this course also aims to give the students a comprehensive view on public policy planning, implementation, and evaluation, including the importance of budgeting and risk management.
